In the default formatting underlined stats indicate vs-Hero values. If you have your Popup settings to substitute stats with their vs-Hero values, then it will only display underlined stats in the popups and RR.
You can check it by hovering over any of the stats and opening stat info popup where you can see a breakdown of total value and vs-Hero value.
